Pool safety certificate QLD, in plain English.
A pool safety certificate (Form 23) shows your pool barrier meets the Queensland pool safety standard. Only a QBCC licensed pool safety inspector can issue one. At Poolinspec, that's Rob Blackbeard. He inspects pools across the whole Gold Coast.
When you need one
- Selling: have a current certificate by settlement, or give the buyer a Form 36 before the contract is signed.
- Leasing: have a current certificate in place before the tenant enters the lease.
- Buying with a Form 36: you have 90 days after settlement to get one.
The rules cover pools and spas that hold 300mm of water or more. That includes portable pools.
Shared and non-shared pools
A non-shared pool belongs to one home, like a house or townhouse. Its certificate is valid for 2 years. A shared pool serves more than one home or its guests. Think apartment complexes, hotels, motels, resorts and caravan parks. Its certificate is valid for 1 year. We inspect both, from $100 + GST per pool.
While your certificate is current, you can sell or lease without a new one. Keeping the barrier compliant between inspections stays with the owner.

Form 23 inspection, from check to certificate.
Rob checks your pool against 100+ safety points in the Queensland standard. He spent 20 years designing and making pool fencing, so he knows every part of a barrier. Here are some of the checks.
- A fence at least 1200mm high, with gaps no more than 100mm.
- A 900mm non-climbable zone, clear of pots, chairs and branches.
- Gates that open away from the pool, and self-close and self-latch from any position.
- Latches placed out of a child's reach.
- Windows into the pool area restricted to open less than 100mm, or security screened.
- A CPR sign you can see from the pool area.
If your pool is compliant
Your pool safety certificate is issued the same day. We register your pool with the QBCC at no extra cost. You're ready to list or lease.
If your pool needs work
You get a Form 26 non-conformity notice and a clear report with photos of each item. Rob walks you through it, step by step. Often the fix is small: a latch, a hinge or a pot plant too close to the fence.
Rob does minor repairs himself. Anything bigger is quoted upfront. The re-inspection must happen within 3 months, by the same inspector. It costs from $79 + GST, and only if one is needed.
